Finance and Commissioning Factsheet: Enhanced APDR

Assess/Plan Meeting: identifying enhanced provision

During the Planning meeting the team around the child will need to consider whether enhanced provision is required to meet the desired outcomes that have been identified as part of Cycle 1 of EAPDR.

Enhanced provision: examples

This is provision identified as part of the team around the child meeting, which is in addition to / above and beyond what the school has in place as part of their APDR provision.

This provision can include:

  • Enhanced provision from the Educational Psychology Service (EPS)
  • Enhanced provision from the Specialist Teaching Support Service (STSS)
  • Enhanced adult support for delivery of intervention e.g TA
  • Staffordshire Enhanced District Inclusion Support (SEDIS) Outreach*
  • Staffordshire Enhanced District Inclusion Support (SEDIS) In reach*
  • Staffordshire Children and Young People’s Flexible Framework (the Framework) Lot 1 – Targeted Intervention Programmes*
  • Staffordshire Children and Young People’s Flexible Framework (the Framework) Lot 2 – Skill Development*
  • Staffordshire Children and Young People’s Flexible Framework (the Framework) Lot 3 – Specialist Support*

*SEDIS and the Framework will commence from September 2024, before this funding for this type of enhanced provision will be available as a payment directly to the school. 

How much and at what cost: EPS/STSS/TA Support

The team around the child will need to determine how much of the enhanced provision is required, using this information, the cost of the enhanced provision can be calculated.

For example, if a session is £100 per hour, and 2 hours a week over 12 weeks are required, the full cycle would cost £2,400.

The SEND Commissioning Team will need a clear breakdown of each Enhanced Provision costing to process any payments.

Requesting finance and commissioning enhanced provision: SEND Commissioning Team Inbox / One Form

During the team around the child the following sections of the One Form will need completed to articulate exactly what the requirements are: 

  • What is the enhanced provision?
  • How much provision is required? Hours per week over number of weeks.
  • What is the full cost of the provision?

Once completed, this can be sent to SEND.Commissioning@staffordshire.gov.uk who will process any requests and return the following:

  • SEND commissioning 50% contribution amount
  • Reference number for payment (EAPDRML01 for example). 
  • Date processed

The SEND Commissioning Team (SCT) will return the One Form with this section completed.

Please ensure you make note of the reference number given to you, as this will be used when payments are made to you, and where EPS / STSS have provided enhanced provision, this reference will need to be quoted when you make payments to them.

Timescales

Upon receipt of requests to the SCT inbox, you will receive an email acknowledgement and timeframe for response (this may include any required clarifications once the Team have reviewed the request).

Requests cannot be approved where clarifications are required, therefore please ensure any requests for clarification are responded to promptly.

When confirming request approval and reference number, the Team will advise the next date for Finance Approval for EAPDR requests; payment will be made shortly after this advised date.

Payments: To school (EPS/STSS/TA)

The SEND Commissioning Team will contribute 50% of the total the full cycle cost (up to a maximum of £3,000 per cycle, £1,500 contribution). These payments are processed every other Tuesday and the reference number given to you will be quoted on any payments.

If the enhanced provision was delivered by EPS or STSS upon receiving the 50% contribution from the SEND Commissioning Team, the school will be required to pay the full cost directly to EPS / STSS, quoting the individual reference number for each payment.
