Careers participation - Privacy Notice
This privacy notice applies to Staffordshire County Council Careers Participation service and sets out how your personal data will be used and how it will be protected. It should be read in conjunction with the Council’s main privacy notice, which is available on the Council’s website.
Why do we collect data?
Staffordshire County Council has a responsibility to increase and support young people’s participation in education, employment, and training.
We also have an obligation to report on performance to the DfE by submitting data to the National Client Caseload Information System (NCCIS).
In order to do this, we may need to collect data directly from you, or we may need to obtain it from other sources, such as your school and/or college.
We are required to do this by law under the Education Act 1996, the Children and Families Act 2014 and the Education and Skills Act 2008.
We will process your data in line with the Data Protection Act 2018 and the General Data Protection Regulation (GDPR). We take our responsibilities seriously and use personal information fairly and safely.
The lawful basis for processing your data is as follows:
- Article 6(1)(e) of the UK GDPR – processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority.
Where it is necessary to process special categories of personal data, this will be processed under:
- Article 9(2)(g) of the UK GDPR – processing is necessary for reasons of substantial public interest.
- S.6(1), Part 2, Schedule 1 of the Data Protection Act 2018 can also be relied on as processing is necessary for statutory and government purposes.
What personal information do we collect?
- Enrolment data – Education provider/name, address, phone number, mobile number, Unique Learner Number (ULN)/date of birth/course details: start date, predicted end date, course name, level of course, campus.
- Early leaver data – Education provider/name, address, phone number, mobile number, Unique Learner Number (ULN)/date of birth/course details: start date, predicted end date, course name, level of course, campus, actual end date/reason for leaving.
- September Guarantee data – Education provider/name, address, phone number, mobile number, Unique Learner Number (ULN)/date of birth/course details: start date, predicted end date, course name, level of course, campus/offer status/year 11 school name.
- Career Guidance Interviews – Pupil name/pupil predicated grades/background information/action plan for pupils, where we have provided the pupil with career guidance.
- Risk of NEET (Not in Education, Employment or Training) – Risk of NEET Index/pupil name/pupil predicted grades/barriers to participation.
How we use your personal data
In order to meet these statutory obligations, we must track the young people’s participation and identify those not participating or not in employment, education and training (NEET) so that we can support and re-engage them.
How your data will be shared
Where information is shared with other organisations, it will only be that which is necessary to meet the outlined purposes. These organisations are required to retain your information in a secure manner and only use it to undertake the services they provide.
Staffordshire County Council may share your data with:
- Your school
- Your sixth form or college
- Other education and training providers which you may be engaged with
- Health Care providers you may be involved with
- Youth Offending Teams
- Jobcentre Plus
- Department for Education
How long will we keep this information for?
Data will be held by the Council in line with Staffordshire County Council retention schedules Retention schedule - Staffordshire County Council. Records are held securely, and access is controlled to those members of staff who are authorised to view the data. When a record reaches its retention, it will be securely destroyed.
Any data which has been shared with other organisations will be kept securely by that organisation in line with their own retention schedules.
