1. Staffordshire County Council propose to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984 which will prevent a motor vehicle from being driven along:
High Street and Mill Street in Stone between the hours of 10:00 and 16:30.
High Street and Mill Street in Stone between the hours of 16:30 and 10:00 (except for access)
2. This Traffic Regulation Order will revoke the Staffordshire County Council (High Street, Stone) (Prohibition of Driving) Order 1997 and the Staffordshire County Council (Mill Street, Stone) (Prohibition of Driving) Order 1994.
3. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Stone Library, High Street, Stone, Staffordshire.
4. Objections or representations should be sent in writing to: Highway Maintenance and Network Management, Third Floor, Staffordshire Place 1, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 21 August 2024 quoting reference HoCPS/TM/TR15/24 and stating the grounds on which they are made.

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 1(1), 2(1) to (3) and 3(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby makes the following Order:-
1. No person shall cause any motor vehicle to proceed between the hours of 10:00 and 16:30 and between 16:30 and 10:00 (except for access) in the lengths of roads specified in the Schedule to this Order.
2. Nothing in Article 1 shall render it unlawful to cause or permit any vehicle to proceed in the lengths of roads specified in the Schedule to this Order if the vehicle is being used for the maintenance, improvement or reconstruction of the road; the laying, erection, alteration or repair in, or in land adjacent to the said length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telegraphic line as defined in paragraph 1(1) of the Telecommunications Code contained in Schedule 2 to the Telecommunications Act 1984; in the service of a local authority or a water undertaker or sewerage undertaker or the Environment Agency in pursuance of statutory powers or duties; or for any resource mains and also any flood defence works or land drainage works; or for police, fire brigade or ambulance purposes or for access to premises (between 16:30 and 10:00) situated on or adjacent to the said lengths of road.
3. This Order shall come into operation on the day of 20** and may be cited as the Staffordshire County Council (High Street and Mill Street, Stone) (Prohibition of Motor Vehicles) Order 20**.
4. Staffordshire County Council (High Street, Stone) (Prohibition of Driving) Order 1997 and the Staffordshire County Council (Mill Street, Stone) (Prohibition of Driving) Order 1994 are hereby revoked.

High Street, Stone - from a point 3 metres south-east of its junction with A520 Newcastle Street to its junction with A520 Stafford Street.
Mill Street, Stone – from its junction with High Street, in a north-easterly direction for approximately 17 metres.

Statement of Reasons
This scheme forms part of the Divisional Highway Programme for the County Councillor and is proposed because of concerns raised by local residents and the county councillor, over the safety of pedestrians using the High Street after 4pm.
The current restriction prohibits vehicles from accessing the High Street between 10am and 4pm, except for permit holders, and Midnight – 10am, 4pm – Midnight, except for access. There are problems with vehicles breaching the ‘except for access’ restriction and using the High Street as a cut-through from Newcastle Street to Stafford Street, this problem is compounded by a lack of enforcement measures.
The proposed amendment looks to extend the operating time for which ‘no vehicles’ are allowed within High Street from the current 4pm to a proposed 4.30pm. This is to alleviate issues with vehicles using the High Street at times when school children are likely to be present.
Therefore it is proposed to amend the existing order for avoiding danger to persons or other traffic using the road to which the order relates or any other road.
There are ongoing discussions around improving enforcement measures to prevent vehicles using High Street as a cut-through during the times specified on the order.
