Draft Notice and Order

Road Traffic Regulation Act 1984

Staffordshire County Council (Winghouse Lane, Tittensor) (40 MPH Speed Limit) Order 20**

1. Staffordshire County Council propose to make an Order under the Road Traffic Regulation Act 1984, to impose a 40 mph speed limit on Winghouse Lane, Tittensor.

2. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Stone Library, High Street, Stone, Staffordshire.

3. Objections should be sent in writing to: Strategic Asset and Network Management, Highways, 2 Staffordshire Place, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 13 September 2023 quoting reference HoCPS/TM/ TR16/23 and stating the grounds on which they are made.

Road Traffic Regulation Act 1984

Staffordshire County Council (Winghouse Lane, Tittensor) (40 MPH Speed Limit) Order 20**

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 84(1) and (2) of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:-

1. No person shall drive any motor vehicle at a speed exceeding 40 mph on the length of road specified in the Schedule to this Order.

2. No speed limit imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

3. This Order may be cited as the Staffordshire County Council (Winghouse Lane, Tittensor) (40 mph Speed Limit) Order 20** and shall come into operation on day of 20**.

 

Schedule

 

Winghouse Lane, Tittensor - From the start/end of the existing 40mph speed limit (approximately 155m southwest of the driveway access to property ‘The Mount’, heading in a south westerly direction for a distance of approximately 105m.

1. Staffordshire County Council propose to make an Order under the Road Traffic Regulation Act 1984, to revoke the 40 mph speed limit on Winghouse Lane, Tittensor which will then assume restricted road status.

2. This Order will revoke in so far as it relates to this order Staffordshire County Council (Restricted Roads) (Winghouse Lane, Tittensor) Order 2005

3. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Stone Library, High Street, Stone, Staffordshire.

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 84(1) and (2) and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:-

1. This Order will revoke in so far as it relates to this order Staffordshire County Council (Restricted Roads) (Winghouse Lane, Tittensor) Order 2005

2. This Traffic Order may be cited as the Staffordshire County Council (Winghouse Lane, Tittensor) (Revocation of 40 mph Speed Limit) Order 20** and shall come into operation on day of 20**.

3. The section of road subject to this Revocation Order will assume Restricted Road status with a 30mph speed limit.

4. No speed limit resulting from this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

 

Schedule

 

Winghouse Lane, Tittensor - from the start/end of the existing 30mph speed limit (approximately 48m southwest of the centre line of the junction with Beechdale Lane), heading in a south westerly direction to a point approximately 63m southwest of the centre line of the junction with Field Rise Road. A total distance of approximately 382m.

Statement of Reasons

This proposal forms part of the Local Member’s Divisional Highway Programme and was received as a request from Swynnerton Parish Council to address safety concerns over the speed of vehicles travelling along Winghouse Lane in Tittensor.

The aim is to extend the area covered by the current 30mph speed limit, while also amending the existing 40mph speed limit to provide sufficient ‘buffer’ zone on the approach.

It is proposed to avoid danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising.
