Our pre-application advice services available to applicants and their agents before submitting planning applications for minerals, waste and county developments.
Waste application form
The standard waste application form is available from the Planning Portal.
Alternatively you can download pdf versions of the application forms from the Planning Portal - paper forms and post or email them to us (see form for our postal address / email to planning@staffordshire.gov.uk).
If all else fails, send an email with details about what you are applying for to planning@staffordshire.gov.uk and we will arrange to email the relevant form to you.
Minerals application form
As the Planning Portal does not currently provide a standard minerals application form (other than for oil and gas development - see below) you should use the following form and certificates.
Onshore oil and gas extraction form
An application form and guidance for development relating to the onshore extraction of oil and gas are now available from the Planning Portal - paper forms.
Section 106 legal agreement - application form to modify or discharge
The application form, guidance, notice and certificates required when applying to modify or discharge a Section 106 legal agreement in connection with a planning permission issued by us. These documents are not available from the National Planning Portal so we provide our own.
Public notice - mineral development applications
The following notice should be used by applicants for mineral development to give to any person (other than the applicant) who on the 'prescribed date' (21 days before the date of the application) is an owner of the land to which the application relates, or a tenant (a tenant of an agricultural holding) - either by serving the notice, or having taken reasonable steps to ascertain the name(s) and address(es) but is unable to do so, by advertising in the local press after the prescribed date (ref. Town and Country Planning (Development Management Procedure)(England) Order 2015 - Part 3, Article 13 (1)). Further steps are required if the application involves underground mineral working (ref. Part 3, Articles (2) and (3)).
New fees came into effect on 6 December 2023.
The government provides guidance on fees for planning applications and the planning portal provides a fee calculator and fee guidance which will help you to work out the correct application fee.
How to pay
You can either pay via the Planning Portal when submitting your application through that service or pay us when submitting your application directly to us. Alternatively, we can accept payment via bank transfer or via the telephone.
To pay by bank transfer, please email us at planning@staffordshire.gov.uk and we will provide you with the bank transfer details.
To pay via the telephone, please call us on 01785 895321. Please note that we can only take payment via the telephone Monday - Thursday from 9am until 4pm, or on Friday from 9am to 3pm.*
If in doubt please contact us as we will not progress your application until we have received the correct fee.
*Please be aware that we are unable to take Planning Applications fees via the telephone from 09 October 2023 until 23 October 2023.
It is essential that applicants take account of the validation requirements and information in our A to Z guide and use the relevant validation checklist below when preparing to submit a planning application to us as applications that do not meet the requirements will be treated as invalid.
