Road Traffic Regulation Act 1984

The Staffordshire County Council (Cannock Chase) (Civil Enforcement of Parking) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Conversion) Order 2009 (Amendment) No.x/20xx

  1. Staffordshire County Council propose to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984 to introduce no waiting at any time on Badgers Way and Hayes Way, Heath Hayes, Cannock.
  2. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Heath Hayes Library, Hednesford Road, Heath Hayes, Cannock, WS12 3EA or  on our website
  3. Objections or representations should be sent in writing to: Highway Maintenance and Network Management, Third Floor, Staffordshire Place 1, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 07/03/24 quoting reference HoCPS/TM/TR35/23 and stating the grounds on which they are made.

The Staffordshire County Council (Cannock Chase) (Civil Enforcement of Parking) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Conversion) Order 2009 (Amendment) No.x/20xx

The Staffordshire County Council in exercise of its powers under Sections 1, 2, 4, 32, 35, 45, 46, 47, 49, 53, 124(1)(d) and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act of 1984") as amended and the Traffic Management Act 2004 ("the 2004 Act") as amended and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984 hereby makes the following Order:-

  1. This Amendment Order shall come into operation on xx xxxx 20xx and may be cited as the Staffordshire County Council (Cannock Chase) (Civil Enforcement of Parking) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Conversion) Order 2009 (Amendment) No.x/20xx
  2. The above Order amends the Plans which form part of the Staffordshire County Council (Cannock Chase) (Civil Enforcement of Parking) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Conversion) Order 2009 (Amendment) No. x/20xx) by the addition of the Plan marked xxxx incorporating waiting restrictions at locations specified in the following schedule

Proposed No Waiting at Any Time Restrictions

Statement of reason

This scheme forms part of the Divisional Highway Program for the County Councillor and is proposed as a result of concerns raised by local residents over the safety of vehicles and pedestrians using the junction of Badgers Way and Hayes Way (east access between the junctions of Hill Street and Sidon Hill Way).

As a result of cars inappropriately parked around the junction of Badgers Way and Hayes Way, often the visibility splay on the exit is blocked. This creates safety issues around pedestrians crossing at this location and cars existing on to Hayes Way.

The scheme will improve safety by introducing a no waiting at any time restriction at the junction with the intention of avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising.

  • Badgers Way (east side):

From the junction with Hayes Way in a southerly direction for a distance of approximately 15m.

  • Badgers Way (west side):

From the junction with Hayes Way in a southerly direction for a distance of approximately 11m.

  • Hayes Way (south side):

Starting from a point approximately 57m southwest of the centreline of the junction with Badgers Way, heading in a northeasterly direction for a distance of approximately 80m.
