Staffordshire County Council (Holly Lane, Watery Lane and Uttoxeter Road in Kingstone, Uttoxeter Road in Willslock, Loxley Lane and Uttoxeter Road in Loxley Green) (40 mph Speed Limit) Order 2024
1. Staffordshire County Council propose to make an Order under the Road Traffic Regulation Act 1984, to impose a 40 mph speed limit on Holly Lane, Watery Lane and Uttoxeter Road in Kingstone, Uttoxeter Road in Willslock, Loxley Lane and Uttoxeter Road in Loxley Green.
2. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Burton Library, Riverside, Burton upon Trent, Staffordshire, DE14 1AH.
3. Objections or representations should be sent in writing to: Highway Maintenance and Network Management, Third Floor, Staffordshire Place 1, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 14/08/2024 quoting reference TR8/24 and stating the grounds on which they are made.

Staffordshire County Council (Holly Lane, Watery Lane and Uttoxeter Road in Kingstone, Uttoxeter Road in Willslock, Loxley Lane and Uttoxeter Road in Loxley Green) (40 mph Speed Limit) Order 2024
The Staffordshire County Council ("the Council") in exercise of its powers under Sections 84(1) and (2) of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:-
1. No person shall drive any motor vehicle at a speed exceeding 40 mph on the lengths of roads specified in the Schedule to this Order.
2. No speed limit imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.
3. This Order may be cited as the Staffordshire County Council (Holly Lane, Watery Lane and Uttoxeter Road in Kingstone, Uttoxeter Road in Willslock, Loxley Lane and Uttoxeter Road in Loxley Green) (40 mph Speed Limit) Order 20** and shall come into operation on ****************

Proposed 40mph speed limit to be introduced on Holly Lane for an approximate distance of 280m measured in a southerly direction from its junction with C127 Uttoxeter Road at Loxley Green
C030 Loxley Lane
Proposed 40mph speed limit to be introduced on Loxley Lane for an approximate distance of 70m measured in a northerly direction from its junction with C127 Uttoxeter Road at Loxley Green
C127 Watery Lane
Proposed 40mph speed limit to be introduced on Watery Lane for an approximate distance of 345m measured in a generally westerly direction from its junction with C127 Uttoxeter Road at Loxley Green
C298 / C127 Uttoxeter Road
Proposed 40mph speed limit to be introduced on C289 / C127 Uttoxeter Road for an approximate distance of 1.36km measured in a generally northeasterly direction from the terminus signs at the commencement of the existing 30mph speed limit on C298 Uttoxeter Road at Kingstone

Statement of Reasons
This proposal forms part of Staffordshire County Council’s Integrated Transport programme. It comes in response to continued highway safety issues at the existing crossroads junction of C030 Loxley Lane and C030 Holly Lane with C298/C127 Uttoxeter Road at Loxley Green, Uttoxeter.
The proposal will seek to mitigate these highway safety issues by introducing a lower speed limit throughout the junction which is due to be realigned as part of the wider highway scheme to form a staggered junction layout.
The introduction of these measures will avoid danger to persons or other traffic using the road, or any other road user.
