The joint strategic needs assessment (JSNA) in Staffordshire includes a range of materials such as monitoring of the living well strategy outcomes through quarterly reports and/or dashboards, themed needs assessments which may be age-specific (children or older people), disease specific (mental health, diabetes) or cross-cutting such as pharmaceutical needs assessment and community safety assessments as well as links to Public Health England (Fingertips) and NHS Right Care products.

Pharmaceutical needs assessment
From 1 April 2013 Staffordshire Health and Wellbeing Board (HWBB) became responsible for the pharmaceutical needs assessments (PNAs) previously published by NHS North Staffordshire and South Staffordshire Primary Care Trusts.
The NHS Pharmaceutical Services and Local Pharmaceutical Services Regulations (2013 Regulations) states that every HWBB has a statutory responsibility to publish and keep up-to-date a PNA for the population in its area. These should then be updated at least once every three years or before if there has been a significant change in either service need or provision. In addition, the HWBB as required will keep up-to-date a map of provision of NHS pharmaceutical services within its area and publish any supplementary statements.
What is a pharmaceutical needs assessment?
The PNA is a statement of pharmaceutical service needs for a specified population. The PNA looks at the current provision of pharmaceutical services across a defined area, makes an assessment to see whether this meets current and future population needs and identifies any potential gaps to service delivery.
Local commissioners such as NHS England area teams, local authorities and clinical commissioning groups will use the PNA to identify and commission services such as medicines use reviews, common ailment services and palliative care which contribute to health and wellbeing priorities. NHS England will also use the PNA to make decisions on applications for new pharmacy and dispensing appliance contractor premises, changes to service provision and/or the commissioning of new services.
