Report of the Staffordshire Police, Fire and Crime Panel (The Panel) to the Police, Fire and Crime Commissioner for Staffordshire (PFCC)
With regard to:
Staffordshire Police Fire and Crime Panel – Confirmation Hearing - Proposed appointment of David Evans as Deputy Police Fire and Crime Commissioner
As required under Schedule 1 of the Police Reform and Social Responsibility Act 2011, I write to inform you of the Staffordshire Police Fire and Crime Panel’s recommendation with regard to your proposal to appoint David Evans as your Deputy Police Fire and Crime Commissioner.
At his Confirmation Hearing held on Monday 24 June 2024, David Evans gave a brief summary of his personal, political and business achievements and his skills and personal strengths which would help him fulfil the role. The panel asked a number of questions aimed at determining Mr. Evans' ‘professional competence’ and ‘personal independence’. We adopted these two themes following nationally recognised guidance on confirmation hearings.
Mr. Evans' focus on partnership working, particularly the Community Safety Partnership, was welcomed by the Panel, as was the acknowledgment of the perception and impact of crime on different parts of the community. His experience as a local councillor and his ability to engage and develop relationships will no doubt be an asset in the role.
During the Panel's private deliberations, members stated that they were pleased to hear that the Deputy’s focus would remain on road safety as well as community safety and this would no doubt help support you as Commissioner.
The Panel’s role is to recommend that an appointment be made or that an appointment not be made. In this instance we unanimously agreed to recommend that an appointment be made. On behalf of the Panel, may I formally congratulate Mr. Evans on his appointment and wish him every success as Deputy Commissioner.
