RECEIPT OF PETITION – Speed and Weight Restrictions on Wrottesley Park Road, Perton

I refer to the petition, signed by local residents regarding the request to consider a speed and weight restriction on Wrottesley Park Road.

The County Council justifies the significant investment of road safety improvements on the basis of a reduction in personal injury collisions at the location. Each accident saved produces a cost benefit to society as a whole through reduced emergency service involvement, reduced hospital costs, reduced loss of earnings for injured parties and loss of productivity, reduced insurance claims and so on.

Every site that is recommended for treatment on an accident basis is prioritised for funding across the County. As the budget for road safety improvements is finite it is the sites with the greatest proven need which are treated first and these will have a cluster of incidents with a discernible trend or pattern in the cause of each.

Wrottesley Park Road does not meet the criteria in terms of speed related collisions for speed reducing engineering measures to be considered at this time.

Installing traffic calming measures without justification on an accident basis leaves the Council open to criticism that there is no human or cost benefit to society, an investment of thousands of pounds with no substantial return to the tax payer.

Wrottesley Park Road is designed to take freight traffic connecting the A454 and the A41 and it may not be feasible to introduce a weight restriction here. However, this matter will be discussed with County Councillor Jak Abrahams at the earliest convenience.

RECEIPT OF PETITION – Weight Restriction on Craythorne Lane, Stretton

I refer to the petition regarding the request for implementing a weight restriction on Craythorne Lane, Stretton. I can advise you that receipt of the petition will be reported to County Councillor Bernard Peters.

As the Highway Authority we are responsible for the maintenance of the highway network and in general cannot dictate the vehicles which use it, other than in some specific locations where weight restrictions are implemented. However, where the vehicles are legitimately accessing properties and/or business in the area such a restriction is not possible.

Whilst a traffic regulation order such as vehicular weight restriction can help reduce numbers of HCVs, any weight restriction that we implement would always have to be ‘except for access’ therefore vehicles that need to use the route still can.

There are no current plans to implement a weight restriction on Craythorne Lane, but there is a study to look at issues around Stretton including looking at the speeding along the road. Currently commissioned is a Speed and Volume survey which will give us more of an indication on whether there is scope to reduce the speed limit and will also provide us with the volume and classification of vehicles using this road.

Your concerns have been passed on to the local engineers for consideration however, we will continue to monitor this location in the meantime.

Dear Mr & Mrs Sheldon,

I refer to the petition signed by local residents, for improved street lighting and traffic calming measures in Kings Bromley.

Staffordshire County Council takes road safety extremely seriously and as the Local Highway Authority we have a statutory responsibility to analyse road traffic collision data where this involves personal injury or, as is the case with the tragic event your petition refers to, a fatal incident; and act as appropriate to reduce these numbers.

Broader information on how the Council prioritises road safety improvements is available on our website at: Road safety issues - Staffordshire County Council but essentially our priority is to target available resources at road safety interventions that have the greatest impact, based on data from reported road traffic collisions where these have involved personal injury. Any treatable pattern of accidents identified will have proportionate remedial measures put forward for funding and will be prioritised against other locations in Staffordshire. The key is based on a pattern rather than the severity of collision, although if there is a pattern of severe collisions then this takes greater priority.

The above forms the basis for how all highway authorities in England manage risk on their road networks.

In addition, and importantly; we also liaise with our local communities to understand their individual aspirations and work collaboratively to tackle any road safety concerns. The local Community Highways team are aware of road safety concerns in Kings Bromley and have discussed these with local County Councillor Richard Cox, who has prioritised and funded an investigation through his Divisional Highway Programme, to establish the feasibility of street lighting and pedestrian provision improvements on the A515. The report is expected to be concluded in late 2024.

In the meantime, local Highways officers will continue to work collaboratively with Cllr Richard Cox and Kings Bromley Parish Council in relation to concerns raised by the local community and the possibility of installing Speed Indicator Devices.

RECEIPT OF PETITION – Conduct Structural Repairs to the A519 Cotes Heath to Mill Meece

I refer to the petition, signed by local residents regarding the request regarding the request for structural repairs to be undertaken for the A519 between Mill Meece and Cotes Heath. I can advise you that receipt of the petition will be reported to County Councillor Jeremy Pert.

Thank you for bringing your concerns regarding the condition of the A519 between Nelson Crescent and Mill Meece railway bridge to our attention through your petition. County Councillor Jeremy Pert has also raised this matter at the most recent full council meeting and referenced your petition whilst doing so.

This section of the A519 is well known to our Asset Management Team and has been identified as a structural scheme through our condition surveys, and has been recorded as a priority. The budget estimate for the work suggests a cost in the region of £3.4M.

All structural maintenance priorities including this site have been presented to Cabinet leads for consideration. At this time, the political strategy remains to focus capitally funded structural maintenance schemes on urban principal routes or gateway locations. This A519 scheme is not included in the structural programme for 2024/25. Draft programmes for 2025/26 and 2026/27 are currently being developed and these will need to be presented to Cabinet leads for their consideration in due course.

In the meantime there are other sections of the A519 which will be receiving preventative treatment where the conditions are suitable for this type of work. These sections of the A519 are towards Forton, Hanchurch and a section of the A519 from Nelson Crescent to 400m south of the A51 Stone Road.

I refer to the petition, signed by local residents regarding the flooding issues you have been experiencing around the Slitting Mill area of Rugeley. I can advise you that receipt of the petition will be reported to County Councillor Victoria Wilson.

The section of the Bridgnorth Road fronting Living Springs does not currently meet the criteria in terms of speed related collisions for the Council to consider further investigation at this time therefore the Council has no plans to consider installing a pedestrian crossing at this time. The costs associated with providing a pedestrian crossing are high, with early estimations costing around £100k. 

Some time ago works were carried out on the adjacent footway next to Living Springs near the bus stop in 2021 where we cleared the footway for pedestrians to allow for better access however, due to the footway not being used that frequently it became overgrown.

The Council is undertaking environmental type works in South Staffordshire as part of this year’s additional investment and this location has been included as part of this work. This will include cutting back some of the hedges and cleaning the existing signage to make them more clear for vehicles using this road.

Whilst there are no road safety schemes planned at this moment in time, the Highways team will continue to monitor this location as part of our attention.

I refer to the petition, signed by local residents regarding the flooding issues you have been experiencing around the Slitting Mill area of Rugeley. I can advise you that receipt of the petition will be reported to County Councillor Mike Sutherland.

Thank you for bringing your concerns regarding the flooding on both the carriageway and footway on Slitting Mill Road and Penkridge Bank Road. The Council is aware of the localised flooding that occurs at a low spot on Penkridge Bank Road.

The drainage system is limited in its capacity and an improvement scheme will need to be designed, funded, and agreed with adjacent landowners to fully resolve this issue.

Furthermore, there is a gas main within the carriageway at this location that needs to be considered however the Council will work alongside our utility providers to ensure an appropriate solution is found whilst minimising disruption to their services.

There is significant demand for projects of this nature and schemes are prioritised alongside similar issues across the whole of Staffordshire.

I refer to the petition, signed by local residents regarding the request regarding implementing traffic calming measures on Halls Road and Station Road, Biddulph.

Staffordshire County Council has a statutory responsibility to study road collisions in its area and act as appropriate to reduce their numbers. 

Whilst Halls Road/Station Road does not currently meet the criteria in terms of speed related collisions for the Council to consider further investigation at this time, we will continue to monitor data for this location.

If a pattern of treatable collisions emerges then remedial measures, proportionate to the accident problem, will be proposed and prioritised against other locations across Staffordshire.

Dear residents of Checkley Lane,

I refer to the petition, signed by residents, regarding the request for the Highways Department of Staffordshire County Council to take action to resolve the flooding on Checkley Lane.

Recent flooding which was experienced within, and in the vicinity of, the railway bridge was investigated and the cause confirmed to be damage to the existing drainage pipework following the installation of a new mobile phone mast and its associated base and foundations. During the investigation it was also noted that the existing pipework had a change in direction with no associated manhole.

Work to install a new manhole and a run of pipework to replace that lost due to the mast’s base and foundation construction was completed and this flooding location resolved. The County Council is continuing to pursue the installer of the mobile phone mast for costs.

With regards to the other, ongoing, flooding location this continues to be investigated by the County Council to determine the most cost effective and achievable solution to install a positive drainage system. This will most likely require cooperation from landowners adjacent to the highway, but a final, preferred proposal has yet to be determined.

At this time, a timescale for completion is not possible to provide but once a scheme has been designed any relevant permissions will be sought and the funding required identified to enable the works to progress.
