Pedestrian crossings
Staffordshire County Council maintains hundreds of pedestrian crossing points across 3500 miles of roads, including Zebra, Pelican, Puffin and Toucan crossings; as well as non-signalised crossing points such as dropped kerb facilities and pedestrian refuges.
Requesting a crossing
If you notice an issue with a pedestrian crossing, including any problems with lighting, you can report the issue online.

Creating a new signalised crossing can be very expensive, particularly if the necessary infrastructure such as ducting for power cables needs to be created in the location, and any new highway feature carries with it a maintenance responsibility and additional cost due to natural depreciation. New pedestrian crossings are usually therefore only considered if other traffic calming measures are not effective for routes where we have deemed road safety improvements are required.
Some of the factors we consider include:
- Road Traffic Collision records involving pedestrians suffering personal injury
- Traffic volumes (both vehicles and pedestrians)
- Potential difficulties faced from traffic speed
- How long pedestrians have to wait to cross the road
- The location (close to schools or stations)
- What type of crossing would be best
In addition, some existing signalised crossing points may be upgraded as part of a countywide programme of traffic signal refurbishments.

We will consider your report and review any relevant data/information regarding the location. You will receive an automated response from the Community Traffic Management Officer, which will explain our position. If there is no data to support concerns about traffic speeds, accidents, or other matters, then it is unlikely we will plan to take any action, however, we will of course continue to monitor the location.
If there is a record of similar concerns from the community then these may be referred to the Divisional Highway Programme for potential consideration in the future by the local County Councillor.
