Experimental Order 2024

 

  1. Staffordshire County Council on 14 May 2024 made an Experimental Order under the Road Traffic Regulation Act 1984 to introduce the following:

 

Loading only from Monday to Saturday between the hours of 8am and 5pm

No Loading or Unloading 

Disabled Badge Holders Only between the hours of 8am and 6pm

Limited Waiting between 8am and 6pm for 30 minutes with No Return within 2 hours

Loading Only Monday to Saturday between 8am and 5pm

 

  1. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Cheadle Library, 15A - 17 High Street, Cheadle, ST10 1AA or at www.staffordshire.gov.uk/trafficregulationorders.

 

2. The Order will commence on 19 May 2024 and will continue in force for up to 18 months.

 

3. The Council will be considering in due course whether the provisions of the Order should be continued indefinitely. Representations and objections against the Order being continued indefinitely should be sent in writing to: Highway Maintenance and Network Management, Third Floor, Staffordshire Place 1, Tipping Street, Stafford, ST16 2DH or to trafficregulationorderobjections@staffordshire.gov.uk within six months of the Order coming into operation, quoting reference TR3/24 and stating the grounds on which they are made.

Experimental Order 2024

 

The Staffordshire County Council (“The Council”) in exercise of its powers under Sections 9 and 10 of the Road Traffic Regulation Act 1984 (“The 1984 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to The 1984 Act, herby makes the following Order:-

 

1. In this order:

 

a. “Traffic Manager” has the same meaning as in Section 17 of the Traffic Management Act 2004

 

2. The following restrictions shall come into effect:

 

Loading only from Monday to Saturday between the hours of 8am and 5pm

No Loading or Unloading

Disabled Badge Holders Only between the hours of 8am and 6pm

Limited Waiting between 8am and 6pm for 30 minutes with No Return within 2 hours

Loading Only Monday to Saturday between 8am and 5pm

 

 

3. Under Section 10(2) of The 1984 Act, the Traffic Manager of The Council or a person authorised by that officer, may modify or suspend the operation of the Experimental Order or any provision of it if it appears essential for any of the reasons stated in that Section.

 

4. This Order may be cited as the Staffordshire County Council (Loading only from Monday to Saturday between 8am and 5pm, no loading or unloading, disabled badge holders only between 8am and 6pm, limited waiting between 8am and 6pm for 30 minutes with no return within 2 hours, loading only Monday to Saturday between 8am and 5pm) (A521 High Street, Cheadle) Experimental Order 2024 and shall come into operation on 19 May 2024 for a period not exceeding 18 months.

Amendments to existing restrictions and new parking restriction and loading bay along High Street, Cheadle

Statement of Reasons

This proposal aims to decrease illegal parking, enhance customer parking, and support local businesses. The proposals are supported by your local councillor and Town Council.

The proposal is to make changes to existing restrictions along the High Street, Cheadle, to provide additional short-stay parking bays, disabled bays and loading bays to further support the local businesses in the area.

 

Schedule

Location 1 - Starting from West to East: The proposed restrictions commence from 25m from the junction of A521 High Street with Church Street to the junction with Cross Street

North Side of the High Street

  • Approximate length of 12.0m of no waiting at any time (double yellow lines) to be rescinded and replaced with loading only from Monday to Saturday between 8am and 5pm.
  • Approximate length of 5.0m of loading and unloading of vehicles prohibited at all times, proposed on the east of the bus stop
  • Approximate length of 6.6m of no waiting at any time to be rescinded and replaced with parking place reserved for disabled badge holders between 8am to 6pm.
  • Approximate length of 4.9m of no waiting at any time to be rescinded and replaced with limited waiting between 8am and 6pm for 30 minutes, No return within 2 hours.

South Side of the High Street

  • Approximate length of 6.6m of existing limited waiting for 30 minutes, no return within 2 hours between 8am and 8pm to be rescinded and replaced with parking place reserved for disabled badge holders between 8am to 6pm.
  • Approximate length of 19.0m of existing limited waiting for 30 minutes, no return within 2 hours between 8am and 8pm to be rescinded and replaced with limited waiting between 8am and 6pm for 30 minutes, No return within 2 hours.

 

 

 

 

Location 2 Starting from West to East: The proposed restrictions commence from 65m from the junction of A521 High Street with Cross Street in an easterly direction.

North Side of the High Street

  • Approximate length of 14.1m of no waiting at any time to be rescinded and replaced with loading only from Monday to Saturday between 8am and 5pm.
  • Approximate length of 12.6m of loading and unloading of vehicles prohibited at all times, proposed on west of the bus stop. 
  • Approximate length of 7.2m of no waiting at any time to be rescinded and replaced with limited waiting between 8am and 6pm for 30 minutes, No return within 2 hours.
  • Approximate length of 24.5m of no waiting at any time to be rescinded and replaced with limited waiting between 8am and 6pm for 30 minutes, No return within 2 hours.
  • Approximate length of 20.0m of existing limited waiting for 30 minutes, no return within 1 hours between 8am and 8pm to be rescinded and replaced with limited waiting between 8am and 6pm for 30 minutes, No return within 2 hours.
