A51 Lea Hall Way Rugeley - Third Access Scheme

The currently vacant land, formerly known as the Rugeley Power Station site, will soon be transformed into a new development area. A portion of this development has been allocated for Staffordshire County Council's requirement of a new All-Through School, set to open in September 2025. The development site will significantly benefit the community of Rugeley. 

The Rugeley 3rd Access scheme includes the implementation of a 3-arm access roundabout from the A51 into the site. The roundabout will be located northwest of the existing roundabout, which provides access to Priory Avenue. 

In addition to this access, there will be several highway improvements, including an extension to the footway/cycleway and a proposed toucan crossing. The proposed footway/cycleway will continue from the existing footway/cycleway located on Priory Avenue and will extend into the development site. The signalised toucan crossing will be installed on the A51, north of the new roundabout location. New drainage and street lighting will also be installed as part of the scheme. 

The access roundabout itself will require a large amount of earthworks due to the location of the existing earth bund. There is also a substantial number of utilities that will be diverted and protected to ensure safety within the area.

When are the works taking place?

The works are due to commence on the 23 September 2024 and will take approximately 10 months to complete.
There will be instances when works are required to be carried out overnight, however these are expected to be infrequent.

 

When will the works be completed?

Works are due to complete in Summer 2025.

 

What effect could the works have on me?

Carrying out the works will be a large and complex job and unfortunately a scheme of this nature cannot be carried out without causing some disruption. In order to keep traffic flowing and allow the works to be carried out safely, there will be extensive traffic management in place throughout the construction phase. Please see below for the extent of traffic management required.

 

Restriction of A51 Lea Hall Way

For the duration of the scheme, between 23/09/2024 and Summer 2025, the A51 Lea Hall Way will be restricted to single-lane running, one way in a northerly direction only, from the roundabout at the junction of Wheelhouse Road to the roundabout at the junction of Power Station Road. There will be a 20mph temporary speed restriction in place throughout this section as traffic passes the works area. Southbound traffic will follow a diversion route through Rugeley town centre (A51 - A460 Wolseley Road - A460 Weston Springs Road - Horse Fair - Brereton Road - A51). 

For the carriageway resurfacing element of the scheme, currently programmed for March 2025 and June 2025, the A51 Lea Hall Way will be fully closed northbound and southbound from the roundabout at the junction of Wheelhouse Road to the roundabout at the junction of Power Station Road overnight from 7 pm to 6 am. Traffic will follow a diversion route through Rugeley town centre (A51 - A460 Wolseley Road - A460 Weston Springs Road - Horse Fair - Brereton Road - A51 and vice versa). During these periods, during the daytime, traffic will revert to the single-lane running arrangements as described above.

Restriction of Priory Avenue 

For the duration of the scheme, between 23/09/2024 and Summer 2025, Priory Avenue will be fully closed from its junction with the A51 Lea Hall Way roundabout to the first roundabout on Priory Avenue (approx. 100m). Traffic will follow a signed diversion via Priory Avenue - Rugeley Road Roundabout (A513) - Armitage Road Roundabout - Wheelhouse Road Roundabout (A51) - Lea Hall Way Roundabout and vice versa.
